ACSDA Election Headquarter summed up the second stage of the activity program in relation with the parliamentary elections
ACSDA Election Headquarter summed up the second stage of the activity program in relation with the parliamentary electionsMaharram Zulfugarli, head of ACSDA Election Headquarter opening the event with preamble noted that the Association organized monitoring of municipal election with participation of more than 300 local and foreign observers in the whole of Azerbaijani territory in December, 2004 and carried out an “exit-poll” investigation.
According to him, the Association prepared the activity program for the purpose of close support parliamentary elections be held in November, 2010. The Association held round table on “2010 Parliamentary elections in Azerbaijan: expectations and positions” on March 5, 2010 and international conference together with NGO of France “Eurasia – New Horizons” on “The 2010 parliamentary elections: more democratic, more transparent” on April 16, 2010 in the frame of the program.
The Association announced the activity program to public by holding press conference on May 26, 2010. ACSDA planned to carry out its activities concerning elections in three stages.
• I stage – making consistent the activities of regional offices with parliamentary elections;
• II stage – preparation of trainers that will train observers in the regions;
• III stage - holding trainings for observers, increasing electors’ activity and analysis of observation on the country on voting day.
ACSDA accomplished the first stage of the activity program, i.e. making consistent the activities of regional offices with elections at the end of June (on June 4-30, 2010). The speaker informed on this issue that the events on to make consistent the activities of the regional offices of the association with the parliamentary elections were held in the regional offices of ACSDA in Khachmaz, Shirvan, Lankaran, Oguz, Zagatala, Ujar, Goranboy, Ganja. Along with the seminars were held in Khachmaz (June 5), Shirvan (June 12), Lankaran (June 19), Lerik (June 20), Zagatala (June 27), Ganja (June 28) with participation of regional representatives. 2 booklets on the elections were presented to the seminar participants.
ACSDA held trainings to the trainers in the 8 regions of the republic at the beginning of July in the second stage of the activity program. The seminars were held in the following regions: Shirvan (July 20), Lankaran (July 21), Ujar (July 23), Goranboy (July 24), Ganja (July 25), Oguz (July 26), Khachmaz (July 29), Zagatala (August 1). 43 trainers were prepared for the observers’ trainings in the regions. Every trainer will get certificate of the ACSDA Election Headquarter. Moreover, the Election Headquarter of ACSDA organizes the long-term observation of the parliamentary elections. “The Interim Report” on this will be prepared and published. According to M. Zulfugarli, published “Monitoring of 2010 Parliamentary Elections- Memory Booklet” was distributed in the regions with 3 thousand editions in July. The documents prepared by the Association, the final reports and electron version of booklets were placed in the website www.avciya.az. Besides, the articles reflecting activity concerning parliamentary elections of ACSDA will be published on a page of the 525th newspaper on Thursday of every week beginning from August 19 till November 7.
The Association will start to carry out the following activities intended in the third stage beginning from the early September:
• Definition of observers in the regions, as well as in Baku and Sumgayit and their registration corresponding to the law;
• Organization of trainings for observers with support of local trainers of ACSDA in the whole of regions of the republic;
• Carrying out enlightenment works to increase electors’ activity in the regions;
• Going on long-term activities and preparing “The Interim Report”;
• Strengthening corporation with international organizations;
• Organization of observation on the country on voting day and etc.
The representatives of the Association observed the elections held in Bulgaria, Georgia, Belarus, and Moldova in the composition of various missions. ACSDA is a member of World Network of Election Observers joining representatives of 36 countries in its rank. Besides, ACSDA will be represented at the conference be held by Association of European Election Officials (ACEEEO) in Tbilisi, Georgia on September 9-11, 2010 and the problem of membership to this association of ACSDA will be discussed.
Participant of training were presented certificates at the end of the event.
