Case of casting bunch of ballot papers revealed in Azerbaijan’s presidential vote: local observersObservers of Free, Transparent and Fair Elections Coalition (FTFE) have revealed irregularities in several polling stations, Eldar Ismayilov, co-founder of FTFE said to TrendNews.
He said one of the irregularities is the attempt of voters to vote on behalf of family members and even relatives. FTFE have revealed three such facts in polling station 15 of Bilasuvar Constituency Election Commission 66, polling station 12 of Zardab-Ujar Constituency 92 and polling station 15 of Barda Constituency 94.

Violation of procedure recorded during closing of polling stations“Election 2008” NGO Coalition made a report on ending of the voting, the coalition told APA that most of polling stations had been closed on time. Violation of procedure was recorded during closing of polling stations. The end of voting was officially announced, but person came and went out from polling stations. Web-cameras also shoot these facts (for example: polling station # 15 of Khatai II ConEC # 34).
Professionalism of members of election commission was lower within a day. It is linked with fast opening of ballot boxes and calculating ballots during closing of polling stations and voting account.

The candidate’s campaign headquarters told APA that the police did not allow the NGO representative to enter the 30th polling station of the 84th Fuzuli Electoral District. Alibayli’s representative Siyavush Jafarov was not allowed to reach the 11th polling station of the 34th Khatai II electoral district either. Observers were prevented in the 3rd and 4th polling stations of the 75th Lankaran-Masalli electoral district.

Violations observed in polling stations in Baku: WNEOSome violations were fixed during the 15 October presidential elections in Azerbaijan at polling stations of Sabail district of Baku, Nikolay Meyner, representative of the World Net of Election Observers (WNEO), told Trend News on 15 October.
For instance, detail information about all presidential candidates were not provided at polling stations 8, 12 and 30 and members of constituency commissions even interfered in the voting process.

ACSDA’s expert replies to the newspaper’s question “Must presidential authority be delegated to Prime Minister when the election campaign starts?”

According to Article 69.2 of the Election Code of the Republic of Azerbaijan: “The registered candidates who work in government bodies, municipal service, mass media on the basis of agreement of labor and civil right, plenipotentiaries of the campaign groups are dismissed during the period of election campaign (this rule doesn’t concern the President of the Republic of Azerbaijan, MPs and municipal members); within at least 3 days, the ratified copy of the proper order is submitted to the election commission which registered them; they can not use their duty and position for obtaining privilege and superiority”.
