Mustafayev Fazil Gazanfar was born on October 19, 1965 in Nakhchivan city. He graduated from the Law faculty of Azerbaijan State University. He is the Candidate of Philosophy. He is the author of 1 scientific work and tens of articles. He knows Russian language.
He worked as the advisor of the chairman of Azerbaijan Popular Front Party from 1991, as the director of State-Law department of the Presidential Office of the Republic of Azerbaijan in 1992-1993 and as the deputy chairman of APFP in 1998-2001.
He is the chairman of Great Formation Party.
He was elected a deputy from the first polling station #26 of Sabunchu region on November 26, 2005. He is the member of standing commission on Human rights of Milli Majlis. He is the member of working groups on Azerbaijan-German Federation Republic, Azerbaijan-Jordan, Azerbaijan-Malaysia, Azerbaijan-Romania inter-Parliamentary relations.
He is the member of Azerbaijan delegation at the Parliamentary Assembly of OSCE.
He is married and has 2 children.
