Azerbaijani President’s visit to southern regions starts

 Azerbaijani President Ilham Aliyev has visited southern regions, APA southern bureau reports that the President firstly visited Bilasuvar Region. Aliyev together with his spouse Mehriban Aliyeva attended the inauguration of college built for special talented children. Moreover, the President participated in an opening ceremony of 7000?-Milk Plant built by Bilasuvaragro LLC. Afterwards Ilham Aliyev and his spouse visited Heydar Aliyev monument and got acquainted with Heydar Aliyev Museum and attended the inauguration of Olympic Sport Complex in Bilasuvar. The President’s visit to Bilasuvar ended. President Ilham Aliyev visited Masalli region within the framework of his visit to the southern region. The President and his spouse Mehriban Aliyeva visited Heydar Aliyev’s monument in Heydar Aliyev Park and participated in the inauguration of Heydar Aliyev Museum. Following this, the Head of State participated in the inauguration of Masalli branch of Eye Diseases Institute named after academician Zarifa Aliyeva. The President also attended the opening ceremony of the overhauled “Define” lyceum and ended his visit to Masalli. /APA/

Center of Opposition’s Cooperation not to hold rallies by presidential elections

 The parties represented in the Center of Opposition’s Cooperation will not hold mass actions by the presidential elections, Arif Hajili, head of Central Executive Board of Musavat Party told APA. He noted that the cooperation center had offered 9 squares for rallies, but the rallies were not sanctioned “It was not considered expedient to hold rallies in the venues allotted by the government. That’s why we do not plan to hold any rally before the elections,” he said. Arif Hajili also mentioned that the government had not allotted place for the Center of Opposition’s Cooperation to hold forum. He said the forum would be held in the office of Musavat Party on Saturday. Hajili also said that they were going to appeal to court against Baku Mayor’s Office, as the rally of the Center of Opposition’s Cooperation scheduled for September 28 was not sanctioned. /APA/

 The parties united in the Center of Opposition’s Cooperation will observe the presidential elections on October 15, Arif Hajili, head of Central Executive Board of Musavat Party told APA. He said that the representatives of the parties had already appealed to the relevant election commissions. He underlined that 1000 people received certificate of observer. Musavat Party, Popular Front Party, Liberal Party, Citizen and Development Party and Public Forum for Azerbaijan are represented in the Center of Opposition’s Cooperation. /APA/

Azerbaijan’s Interior Ministry works out special action plan for police on presidential election
|
 Interior Ministry of Azerbaijan has worked out a special action plan for activities of police on the day of presidential voting. “The action plan has been approved and has been forwarded to city and regional police offices,” Sadig Gozalov, spokesman for Interior Ministry said to TrendNews. Gozalov said the action plan includes tasks of police on day of voting and police’s acting under Election Code. Madat Guluyev, head of Central Security Service of the Interior Ministry said to TrendNews that Security Service works medium security in ordinary days as well. Security Service has not been given a special task on occasion of presidential elections. Galib Arif, head of Public Relations Office of Central Police Office of Baku said police will act under law on the day of voting as before. /Trend/

Election notifications circulated in Azerbaijan’s Ganja City
|
 The election notifications have been circulated in Ganja city of Azerbaijan located 365km of Baku, Constituency Election Commission in Ganja said to TrendNews. About 20% of voters have been provided with notifications. The circulating of notifications is expected to last three days. There voter’s lists include nearly 140,995 people in Ganja. About 1,050 voters were granted deregistration cards as of 7 October. Besides, 1,067 observers have been registered in Ganja with 546 of them are from political parties, 384 from NGOs and 137 are volunteers. There are four Constituency Election Commissions (37, 38, 39 and 40) and 104 Precinct Election Commissions. /Trend/

Azerbaijan’s Central Election Commission registers 924 international observers
|
 Central Election Commission (CEC) of Azerbaijan has registered 924 international observers for upcoming presidential elections. “The registered observers represent 18 international organizations and 48 countries. Great part of observers account for OSCE, CIS and Council of Europe,” Rovzat Gasimov, spokesman for CEC said to TrendNews. The registration of observers by CEC was completed 10 days before the voting. It will end in five days in Constituency Election Commissions. Gasimov said the deadline for submitting applications to CEC is over. “Documents submitted by international observers earlier are being studied. The number of observers is expected to grow,” he said. /Trend/

OSCE observers visit Saatli office of ACSDA again

 Members of OSCE observation mission visited Saatli office of ACSDA and got acquainted with the activity of regional representation of the Association concerning presidential elections. The observation mission has been informed about ACSDA to observe the elections at all the polling stations of the country and to hold “exit-poll”, “quick-count” researches at 800 stations together with “ELS” organization. CIS Observation Mission makes report on presidential elections in Azerbaijan
|
 CIS Observation Mission will consist of 389 people during presidential elections on October 15, APA reports. Head of CIS Observation Mission Yevgeniy Sloboda said, while rendering the report, APA reports. He said that the observers were parliamentarians of CIS member countries, representatives of central election commissions, diplomatic missions, CIS Executive Committee and CIS Interparliamentary Assembly. Sloboda added that there were 23 long-term observers. To him, representations of headquarters will be opened in Nakhchivan, Ganja, Khachmaz and Lankaran. Sloboda stated that there were enough observers and observation would be carried out in all regions and observers would arrive in the site 2-3 days before the elections. “Our observers will be in polling stations from the beginning of the elections till the end and will participate in calculating process of ballots”, he said. Sloboda added that Sergey Lebedev, Head of CIS Observation Mission, CIS Executive Secretary will arrive in Azerbaijan one day before elections, visit several regions, meet Boris Frlec, Head of OSCE Observation Mission and observe elections in several polling stations. Sloboda announced the report. The reports says that all measures have been taken to conduct free, transparent and democratic elections, there is calm election campaign, there is not serious violation of laws in ConEcs , equal condition has been created to the presidential candidates for election campaign. /APA/

Distribution of ballot papers to election constituencies begins

 Ballot papers published by the Central Election Commission (CEC) are being distributed to the election constituencies. CEC press service told APA that according to the Electoral Code distribution of ballot papers to the election constituencies should end five days before the voting. The election constituencies will be sent to the polling stations three days before the voting. There are seven candidates for presidency. ACSDA publicizes results of monitoring in mass media in connection with presidential elections
|
 Association for Civil Society Development in Azerbaijan (ACSDA) has publicized one-month results of the monitoring conducted in mass media in connection with the presidential elections. The association’s press service told APA that the monitoring would continue till the voting day. The monitoring covers 7 TV channels and 8 daily newspapers. Totally 327 pieces of information were shown on the TV channels within the past period, 295 of them were official, common, about international missions, monitoring of the election process, 17 talk-show, roundtables, 105 data about the candidates and political advertisements. Paid airtime of the candidates was not observed in the private TV channels, with the exception of ATV and Lider. 67% of the election-related information of AzTV, Space and Lider is about the president and government representatives, 26% information of CEC and about international observers, 7% about other candidates. In general, Public Television has most shown election-related information. 8 newspapers involved in the monitoring published 862 materials, 502 of them were common information, opinion and speeches of international missions, 360 about the opposition parties boycotting the elections. /APA/
